Certain amount of time should elapse for e-government, which to the majority of people at present is just a mere word combination, to become a fact of everyday life. A host of initially unfamiliar tasks must be accomplished, and this calls for a wish and vigour of the doer.
Theories use to mention principles of e-government – participation of the general public in administration processes, knowledgeable clients, integration of services based on situational models of life experience, provision of services in multi-channel (also electronic) mode etc., but implementation of essential principles in the reality of daily activities means drastic changes in the habitual work pace of public and municipal administration institutions, as well as eventual alterations in the daily routine of the city dwellers. Processes of this kind have never been easy and smooth.
Preparation for introducing e-government in Ventspils is a gradual process to minimise the potential negative effects upon both residents and entrepreneurs of the city. There are many positive prerequisites for this:
- a detailed analysis and description of services provided by municipal institutions and enterprises has been carried out, offering ways of making these services more effective and optimal;
- information concerning the wishes of residents to be provided with the most convenient way of utilising municipal services is being collected and processed, this will continue in future;
- specific "chains" of offered services have been and will be created, each "chain" starting with the moment when a resident or an entrepreneur fells necessity for a particular service, up to the moment when this service becomes available regardless of whether it is provided by one or many institutions or whether it is provided by one or many municipal or public institutions.
Information technologies in Ventspils serve only as an auxiliary tool for implementation of the services, and these technologies are used only in the final phase of examination of particular processes, when it is fully clear what, where and when should be entrusted to computers and other types of equipment.
This portal actually is just a tool in the long process of e-government implementation.
And, if at present the e-government chapter contains information that just helps the residents to be better prepared for receiving services, then in a relatively near future part of the services or their "chains" will be available electronically.
